The Alternative Strategies for Community-Based Flood Preparedness in South Asia
This initiative demonstrated flood preparedness using appropriate technology among selected village groups in Chitwan, Nepal, Faridpur, Bangladesh and Hafizabad, Pakistan. Research carried out in the Livelihood Options project helped to plan out interventions in the villages chosen for the community-based flood preparedness demonstration sites.
The demonstration sites include community designed early flood warning systems and community operated and managed structural measures to manage floods. The demonstrations extend flood preparedness measured into overall community development; with enhanced interactions with the local government institutes, and by improved community organisation, social mobilization and livelihood practices.
Under this initiative, the selected community members in Nepal , Bangladesh and Pakistan have built flood safe houses, flood water diverting canals, community centres, flood control dykes, and early warning towers.
Through the regional workshop, Fencing Floods -disaster preparedness through risk communication, this initiative also tried to bring issues on trans-boundary flood preparedness to the attention of the media, policy makers and local/state governments.
It achieved these results-
* Provincial and district governments of three countries were exposed to the concept of community-based flood preparedness * District governments have pledged financial support towards expanding the demonstration projects * The lessons of the initiative have the potential to be incorporated in to the district flood management plans in project areas * Government representatives of five South Asian countries came together in one forum and agreed on an agenda for action.
The next phase of the project will look at scaling up and expanding the outreach of the lessons and activities of the demonstration projects.
The regional dialogue that was born through the Islamabad workshop in December will be carried forward at policy level as well through media networks.
One of the possible outcomes of the second phase is to integrate flood management in to the SAARC (South Asian Association for Regional Cooperation) declaration on disaster management.
