The Colombo Meeting; ‘Towards Operationalising of Regional Consensus on Disaster Risk Reduction in South Asia’

It was important that the stakeholders in the region do not lose the momentum built as a result of the Policy Dialogue and use it for effective DRR and development. The Second South Asia Regional Policy Dialogue on Disaster Risk Reduction and Management examined the on-going processes in disaster management (at national, regional and international levels) by reviewing the national reports produced by government representatives for the First South Asian Regional Policy Dialogue on Disaster Risk Reduction and Management (August 2006, Delhi) and Global Platform for Disaster Risk Reduction, (Geneva, June 2007). This helped to capture national capacities, directions and efforts in disaster management that provide the foundations for fostering regional cooperation, regional planning and policy, regional capacity building and regional action. Therefore understanding and capturing what is happening at national levels is a necessary part of the analysis and discussion of regional progress.

Building on this analysis a five year action plan that addresses commitment under the following 5 key areas of the Delhi Declaration was recommended at this meeting:

   1. Incorporating Disaster Risk Reduction into development planning and having adequate methodologies/ tools and capacity to do so.
   2. Clarity, knowledge and capacity for Decentralized Disaster Risk Management (DDRM)
   3. Moving towards regional Hazard Vulnerability Mapping (HVM) and Early Warning Systems (EWS)
   4. Relevance and effective contribution from South Asian Institutions to regional disaster risk reduction and development
   5. Functioning of SAARC Centre for disaster risk reduction and its role
